The present work offers a comprehensive study about the instrument Urban Consortium Operation (UCO), established by brazilian City Statute (Public Law 10.257/2011), which includes a set of interventions and measures coordinated by Municipal Public Power, in partnership with investors and the affected civil society. The main objective of Brazilian Urban Consortium Operation is the achievement of tree goals: (1) structural urban transformation; (2) social improvements; and (3) environmental valuation.
The study explains the operation in practice: its potentialities, its vocation and the externalities that it can produce, having into account the study of three important cases (Água Espraiada, Faria Lima, in São Paulo, and Porto Maravilha, in Rio de Janeiro, of huge UCOs).
This particular book has interdisciplinary approach from Architecture, Urbanism, Urban and Administrative Law. As a result, it focuses on both the legal aspects of UCO, taking three emblematic case studies in a fruitful encounter between the vision of architecture, urbanism and public law. It is a work to understand the impacts of UCO in Brazil, with plenty of information, having into account the achievement (or not) of its announced goals.
